This report was based on research funded by the U.S. Department of Education’s Office of Elementary and Secondary Education through a Grant for Enhanced Assessment Instruments that was awarded to the North Carolina Department of Public Instruction, in partnership with the Council of Chief State School Officers and its SCASS TILSA and SCASS CAS.
